Dick size is presumably the result of many genes, just like height. So if you lined up all the right genes, you get a 13.5" cock. But that happens rarely, because it's the equivalent of getting ~25 heads in a row. Like height, there are seven footers, but being 7 feet tall isn't necessarily optimal. However if 6' tall were more optimal than the prevailing average of 5'10", and 6'0 becomes the new average, the number of seven footers would also increase.
