Well, it is quite vague, and I wouldn't personally call it entitlement. Generally if you were injured during a business trip, a company which sent you on a trip may be liable unless the injury was caused by your own negligence. So I'd guess she has a valid claim, and the government would have to pay. Another option would be the government brings in the hotel as co-defendant and the hotel insurance company would pay.

This article makes it more clear what it is about. Generally they argue that a) the injury was caused by her having sex in motel, and b) having sex in a motel is not "necessary activity", and therefore the injury was caused by her own negligence. In my opinion, they'll fail.

Hmm... if you had sex in your hotel room, and got hit in a face by a light fixture, you wouldn't think the hotel is liable? I definitely would, I expect the hotel to provide me with a room which is safe for reasonable activities, and having sex in a hotel room is very reasonable activity.

There are rules when you're on a business trip; in US for example AFAIK you have to submit a "worker compensation" claim to an agency. That's what she did - in fact she sued the gov't because the agency denied her claim. Seems pretty logical to me.

Yes, it would be. However I don't think this is the case. If it was, I'd assume the Gov't would argue that it basically was her negligence which resulted in injuries - this would be easier to prove than that "having sex in motel" is not an activity the motel owner should reasonably expect.
