In the south of Serbia you can find more people who speak Russian and in the north German (and Hungarian if they are Hungarian). However, these are typically older people and they are pretty rusty.
If I remember correctly English was made a mandatory subject so that most people under 25 should have some knowledge. And that is a trend throughout all the region. In Bulgaria I stayed with two old language teachers. They used to teach Russian and French, but now virtually only English is taught. Seems to be a good offering of Russian language courses in Belgrade.
There doesn't seem to be any solid data on this. I know one woman who watches Russian TV series like Masha i Medved and is about 45 and the information I have got form her on this is full of the national past time, Serbocentricity,

Russian levels are low....
out of my friends i found one guy that was a dual serb-russian citizen (fluent) i believe and one that had a slight interest in the russian language. He said he had no fighting chance of speaking basic russian, despite having an interest in it, and of course already speaking a slavic language.

What are some cool 2nd and 3rd tier cities in Serbia? I'm not a fan of capitals or cities with over 300k-400k tbh. What alternatives would there be? I'd go for a minimum of 3 months, self employed via online, and looking for nice balance with nature, sports and some quality nightlife, cafes, general pleasant atmosphere...

Nis is ugly as hell (uglier than usual communist bloc apartments somehow) but an interesting city with their bloody history with the Turks. There’s a sexy girl with big tits at the currency exchange just outside the bus station. So, there’s that.

Yes Nis is rather unattractive, you have some nice stuff but also a lot of ugly tower blocks. Definitely feels like a poor city.
I really enjoyed Kragujevac, a very peaceful place with smoking hot women

I’m guessing you could buy an apartment in one of those ugly communist blocs for less than $15,000 USD. Could be fun. Definitely wouldn’t live there full time.

I’ve heard that women from Serbia and the Balkans aren’t necessarily easy to approach for SNLs (one-night stands), but they seem to have a level of openness that’s rare in many other countries. My idea is to meet women in cafés or on the street, hang out with them and their friends, and enjoy the trip without feeling isolated.
A friend of mine had a similar experience in the Baltics (in Vilnius, Lithuania, to be specific), and it worked out really well for him. So now I’m wondering: Are the Balkan countries a good choice for this kind of social experience? And how do they compare to other regions like Andalusia in Spain, Eastern Europe, or the Baltics in terms of hangout and openness to spending time with a solo male traveler?

I have never been to Baltics but in contrast to the Balkans I can imagine that short-term fun is better in Baltics than the Balkans, while in the Balkans openness and cordiality are better as basic values than in Baltics.
