Barring an extreme mental disorder, like schizophrenia, this kid should just be executed. These types of people have something missing in their heads that makes them incapable of integrating into society.
I'd bet good money the kid falls under the category of sociopath or psychopath- you can't change someone like this, there is no rehabilitation; just kill him and be done with it.

14 years of age doesn't leave much time to have accumulated a significant record, juvenile or otherwise. This young man is an exceptional outlier. I concur with the merciful execution school of thought.

This young man needs to be sent to a maximum security psychiatric ward for further study. The world needs to understand what produced an unfeeling monster like what we see in the video. It's the total lack of emotion which scares the shit out of me.
It reminds me of the security camera feed of the Tulane medical student who tried to stop the guy pulling the girl down the street. The guy shot the medical student in the stomach and then, without showing any emotion, went up to shoot him in the head. The gun jammed and he walked off. It's the total zombie-like look on the face which terrifies me. No emotion whatsoever. At least none I saw in either video.

Given current cultural norms this young man would be considered a child that cannot be held accountable therefore for this crime.
Human rights groups would condemn this young man's execution as killing a child for a crime that he cannot be held accountable for.
Given this circumstance. Its interesting to see how they treat this young man. Is he an Adult or a Child?
Can a child be responsible for adult actions like murder and rape?
