I guess it is because it rarely - if ever - happens in reverse. But yes, if she grabbed his cock, he can sue. His chance to win depends on a lot of things (being harassed by the boss carries significantly more weight for the company than by a coworker, for example), but assuming he can prove this fact, his chances to reach a settlement would be pretty high.

However there are a few things to point out:

1. The company definitely screwed up with not following the sexual harassment complain. AFAIR a prompt follow-up is the main requirement for the company to avoid liability in those cases, and it definitely was a screw-up.

2. Extremely large jury verdicts are not rare, but they always got appealed. And the larger the verdict, the greater the chance it will be reduced on appeal.

3. The main issue in this case is that the company didn't follow the law and its own rules when investigating the sexual harassment case. Even if the alleged conduct did not happen at all, the company is still liable.
