I remember reading that scientists believe that those noises are caused by the friction of the ocean against the ocean floor which builds up a charge, which then makes a noise as it is discharged. I'll try to find the link when I get home from work.

Well, my initial bets are on US military. Second best guess is an act of nature such as sound waves being distorted by an atmospheric current or something else along those lines. Third: Cthulu calls.

These strange sounds were actually audio clips taken from the movies "Red State" and "War of the Worlds" and dubbed over amateur home videos of people pretending to hear the sounds. It was a viral video hoax.
