The focus on establishing what steps any defendant took to ensure that sexual activity was consensual and whether the alleged victim was capable of giving consent is aimed at improving procedures.

While the number of prosecutions and convictions has increased following changes to the way rape cases are handled, the conviction rate dropped from a record high of 63.2% in 2012-13 to 60.3% in 2013-14.

CPS figures express the percentage of cases resulting in conviction of some sort following criminal charges. Many rape complaints do not lead to charges being brought while as few as 10% of rapes are estimated to have even been reported to police in the first place.

Doesn't matter that in the process, thousands of innocent guys will be asked at the station,
after they had an ONS :

Oh, they have a way around that. Threaten to put you in prison for life over something like littering in order to get you to plea bargain out. Sort of like Pascal's Wager, people don't want to risk even a low chance of jury conviction due to insane sentences.

I'm reading this as: we have to stop bringing these bullshit cases to court to bring up our conviction rate.

In other words, look at the case from both points of view and stop automatically referring these revenge and regret cases to prosecution.
