He has looks, has exceptional game, charisma/personality/confidence. Not to mention time to burn chasing all these girls. For him personally it's a numbers game. He spends very little time going after each girl.

I've seen a couple of below average looking guys get hot women. My cousin has a friend, every time I see him he has a hot new gf. I saw this guy first time when he was 16 and he was pulling solid 8's. I saw him again last month, another new gf, thin, pretty face, big tits, and nice round ass. He's only 20 now. I just can't bring myself to ask him how he does it. They are out there. I would like to know because I'm below average looking and I want to pull at least a solid 7.

Also, if you don't have charisma, it can still be done with a certain attitude. Go check out some of Johnny Soporno's videos. He's short bald and fat. But he approaches it the right way, and he's successful to the point that he's also a pickup guru. His primary job is as a management consultant, and so I suspect he didn't scratch and claw his way into the PUA community just for the money. He's also direct, which is the Jedi way for all of the Yoda's out there, imo.

To answer your question, no, I have not known any short, not so good looking guys to pull consistent sevens or better. Of course I've seen short guys with pretty girls periodically, including myself! Again, when I say consistent I'm speaking about 2 or more a month. I'm not even necessarily talking about bedding all of them. However, any love guru should be able to get a couple of coffee dates a month from sevens or better, at which the girl is actually attracted to him and not just using him for the date.!
