I haven't come across many Californian guys where I live. However I have come across a lot of Canadians and this describes the younger guys (early to mid 20s) quite accurately. I have yet to meet a Canadian past his 30s who speaks this way. It seems to be especially true of guys from Toronto. I have met several guys from Toronto who I swore were gay until I found out otherwise. Keep in mind that the sample size I am working from is relatively small - I'm not saying that all young Canadian guys are effeminate. It's just that I've definitely noticed a pattern.
