Hiring on Elance

I'm looking to hire a few developers to build basic WP/Joomla websites for small and medium businesses.
Does anyone have any experience hiring workers off of E-lance and similar websites? If so:
- What is your process for finding and hiring the best people?
- What advice do you have for managing them?
- What mistakes have you made early on that you could have avoided?
I also welcome input from guys on the other side of the freelancing coin, i.e Beyond Borders, Andy_B, bojangles, etc.

As someone that has hired others as well as hired myself, I can give you a few tips:
1. Be super clear about everything, the person is not involved in your project and does not know it like you do.
2. Set clear rules/guidelines.
3. Be pleasant, someone you would like to work for.
4. Hiring the cheapest, such as Indians and Pakistanis is great for your pocket. However a fair few are terrible quality and sometimes paying more, is actually cheaper in the long run.
5. Post your job up, and give it a few days for a lot of people to post. Hire those that create a more personalised and relatable pitch.
EDIT: 6. If you're looking for long term rehire those who have done a good job, possibly with a slight pay increase every now and then (half a dollar per hour, or something).

I know a guy who is doing awesome job with wordpress, but he is not on any of these freelance sites b/c he has lots of clients anyway. Hit me up via pm if you want me to give you his contact. He has years of experience and huge portfolio.
