NAIROBI, Kenya — Masked gunmen stormed into a fancy, crowded mall in Nairobi on Saturday and shot dead at least 39 people in one of the most chilling terrorist attacks in East Africa since Al Qaeda blew up two American Embassies in 1998.

Parents threw their bodies over their children, people climbed into ventilation shafts to save themselves, and shoppers huddled behind the plastic mannequins of designer clothing stores as two squads of gunmen moved through the mall shooting shoppers in the head.

The mall, called Westgate, is a symbol of Kenya’s rising prosperity, an impressive five-story building where Kenyans can buy expensive cups of frozen yogurt and plates of sushi. On Saturdays, it is especially crowded, with loose, sometimes lackadaisical security. American officials have long warned that malls are ripe targets for Islamist terrorists, especially Westgate, because a cafe on the ground floor is owned by Israelis.

Fred Ngoga Gateretse, an official with the African Union, was having coffee at that cafe, ArtCaffe, around noon when he heard two deafening blasts. He cowered on the floor and watched eight gunmen with scarves twisted over their faces firing at shoppers and then up at Kenyan police officers who were shooting down from a balcony as panicked shoppers dashed for cover. “Believe me, these guys were good shooters,” Mr. Gateretse said. “You could tell they were trained.”

Several witnesses said the attackers shouted for Muslims to run away while they hunted down other shoppers. The mall, one of Nairobi’s most luxurious, with gleaming escalators and some of the most expensive shops in town, is also popular with expatriates. It has served as the place for a power lunch, to catch a movie, to bring children for ice cream. On Saturday, the State Department said there were reports of injured American citizens but declined to elaborate, citing privacy considerations.

Several Western intelligence officials said they suspected that the attack was carried out by the Shabab, an Islamist militant group based in Somalia that has carried out suicide attacks and beheadings inside Somalia and threatened Kenyan malls before. A confidential United Nations report on Saturday described the attack as “a complex, two-prolonged assault” with two squads of gunmen dashing into the mall from different floors at the same time and opening fire immediately.

The Shabab sent out several Twitter messages after the massacre suggesting that its fighters were responsible for an attack they said represented “just a very tiny fraction of what Muslims in Somalia experience at the hands of Kenyan invaders.” One message said the Shabab had warned the Kenyan government “that failure to remove its forces from Somalia would have severe consequences.” Kenya sent troops into Somalia in 2011 to help fight the Shabab and to prevent violence from spilling over across the border the countries share.

The president of Kenya, Uhuru Kenyatta, said at least 39 had died and 150 were injured in the assault. “Terrorism is and of itself is a philosophy of cowards,” he said in an address to the nation on Saturday night. “We are as brave and invincible as the lions on our coat of arms.”

As midnight approached, Kenyan commandos had cornered several of the assailants on the third floor of the mall, witnesses said. Western officials said they expected that the assailants would fight to the death, though the Kenyan news media reported that one wounded gunman had been captured, and that he had later died in a hospital. Witnesses who escaped the mall said the assailants were holding hostages at gunpoint and one of the assailants was a woman.

Throughout the day, as the police cleared sections of the mall, terrified shoppers emerged with their hands up.

Stephen Opiyo, 25, who was working at a supermarket in the mall, said: “We heard gunshots and started running, trying to find an escape route. I saw many people who had suffered gunshot injuries.”

Witnesses described attackers using AK-47 rifles and throwing grenades. Photographs from the scene showed a woman’s bloody body being lifted out of a car, the glass of the window shattered.

Vivian Atieno, 26, who works on the first floor of the mall, described “intense shooting,” starting around 11 a.m., before she escaped through a fire exit.

Haron Mwachia, 20, a cleaner at the mall, said he escaped by climbing over a wall. “I heard several gunshots and managed to run away,” he said. “It was a horrible experience to me, and I was extremely afraid. I’ve never seen anything like it.”

Kenya serves as the economic engine of East Africa, and while it has been mostly spared the violence and turmoil of many of its neighbors, it is no stranger to terrorist attacks. In 1998, Al Qaeda killed more than 200 people in an enormous truck bombing of the American Embassy in downtown Nairobi, while simultaneously attacking the American Embassy in Dar es Salaam, Tanzania. Islamist terrorists also struck an Israeli-owned hotel on Kenya’s Indian Ocean coast in 2002 and fired missiles at an Israeli airliner.

More recently, the Shabab have put Kenya in its cross hairs, especially after Kenya sent thousands of troops into Somalia in 2011 to chase the Shabab away from its borders. The Shabab have attacked churches in eastern Kenya, mosques in Nairobi and government outposts along the desiccated Kenya-Somalia border.

But this was the boldest attack yet. Within minutes, as the gunmen opened fired with assault rifles, Westgate was plunged into mayhem and carnage. People ran out screaming and victims soaking in their own blood were wheeled out in shopping carts. Bodies were still sprawled on the mall’s front steps hours afterward, and woozy shoppers continue to emerge from the stores where they had been hiding.

“This is such a shock,” said Preeyam Sehmi, an artist, as she stumbled out of the mall, past a phalanx of Kenyan soldiers, after five hours of hiding. “Westgate was such a social place.”

Ilana Stein, a spokeswoman for Israel’s Ministry of Foreign Affairs, said the attack took place near ArtCaffe, an Israeli-owned coffee shop and bakery popular with foreigners that is one of 80 businesses in the mall. Ms. Stein said that one Israeli was lightly injured and three others escaped unharmed, and that the Kenyan interior minister said Israelis were not being targeted. “This time, the story is not about Israel,” Ms. Stein said. “The minister is saying that this is an internal Kenyan issue. His security forces tell him that this terror organization was not targeting Israelis.”

As the episode unfolded, helicopters hovered overhead while soldiers in flak jackets and helmets jogged single file into the mall, faces grim, guns cocked. The flashing lights of ambulances lighted up the mall’s facade. Gunshots continued to ring out after nightfall, though the Kenyan authorities did not provide much information about what was happening inside the mall. Several Kenyan soldiers were wounded.

The Shabab, once again in a Twitter message, said the fighters inside the mall would not give up.

“There will be no negotiations whatsoever at #Westgate,” the message said.

It has been interesting to see how much focus has shifted to Africa in recent years regarding the war on terror. Somalia has gotten more attention since 2010 or so, the Sudan has become a focus and Mali hit headlines too early this year. Let's see how this event impacts that trend. At some point, I expect the US to start treating African allies like Kenya more seriously when it comes to equipping them, training them and working with them.

This is only happening because Africa's economies are red hot right now, even with the massive unemployment rate.

Now the west feels like it needs a cut, being left behind as Africa starts growing internally. The best way to shift attention to the area is by focusing on problems that were always prevalent.

In the old days it was all about starving African kids. Now that Africans are better fed than Indians, it's all about terrorism.

After releasing Muslims, the raiders held onto an unknown number of hostages, some on the ground floor where Israeli shops are located; more in other parts of the seven-floor building. Unknown too is the number of injured and possibly dead victims, including foreigners, who are still trapped in the building. American, British, Canadian and French citizens were reported killed or injured in the initial attack Saturday.
The Kenyan and Israeli authorities have blanketed with secrecy the scene inside the mall, from which a barrage of gunfire and explosions were heard during the morning. Local police and special forces are trying to force the Islamist gunmen to surrender and give up the hostages.
Israeli security experts are known to be assisting in the operation.
The US sent a commando unit to Nairobi from bases in Italy and the UK, an advance counter-terror forward team. The Cobra cabinet is holding continuous sessions in London as the situation unfolds.
In Israel, no one in authority is willing to comment on the incident, despite Israel’s involvement. Three Israelis were reported rescued from the mall Saturday, but there is no word on any who may still be trapped there.
Since its creation in 2006, the Somali Al-Shabaab has maintained strong operational ties with the Yemen-based AQAP command for its long and bloody insurgency against the Mogadishu government. Our counter-terror sources report that the Somali wing receives training, munitions and medical care at al Qaeda’s Yemeni camps. They interact frequently by means of speedboats plying regularly between the Yemen and Somalia.
The scale of the Westgate mall attack, which was carried out by up to a score of well-trained fighting men armed with large quantities of ammunition, pointed to heavy AQAP involvement from the word go.
In the past, Al Qaeda has notoriously singled out American and Israeli targets in East Africa – the 1998 attacks on the US embassies in Kenya and Tanzania, and the 2002 assault on Israeli tourists in Mombasa.
However, the Nairobi attack was related to the present.
Al Qaeda’s eyes and ears in Kenya didn’t miss the military and intelligence assistance Israel renders Kenya for its operations against Islamist terror in two areas: The Israeli army and security bodies send combat equipment and provide tactical advice to the Kenyan units fighting alongside Somali government forces against Al Shabaab; and Israel’s intelligence agencies and police are helping the Kenyan government build a strong shield or barrier against the Somali war’s spillover, to guard against Al Shabaab opening up a second front to the rear of the Kenyan forces fighting across the border.
This protective barrier clearly sprang a large leak Saturday.

I often wondered why the UK is so difficult to enter for Americans, and then you read stories like this. No wonder there are cameras every 6 inches throughout London monitoring people.

You see the same thing happen with Western men. Disappointed with your sex life? Convert to Islam and do some crazy shit. Bullied? Convert to Islam. It's not even a crutch, it's some sick sort of goggles that adds violence to previous mental derangement. Kenyans are great people too, it's a shame. They're the nicest and most hospitable people I've ever met from Africa.

I wouldn't worry about immigration policy, we're right in the "curve" of the graph now where policies and public sentiment are reflecting native distrust. The 60's-80's were an open flood gate for the third world into the West, now the backlash will come through legislation (hopefully) and the rise in prominence of right-wing governments and organizations (e.g. EDL, Geert Wilders in Holland, NPD in Germany). It's finally becoming publicly acceptable in the UK, France, Germany, etc. to be critical of the no-strings-attached policies that are causing so much damage to cultural and social unity.

It's really strange I "knew someone" who was in Minnesota about ten years ago and he went to the Social Security office to get his Ukrainian chick a SS card.

Interesting angle to NPR's report this morning...the gist was that if the story is confirmed, these Somali-Americans had spent little time if any in their country of origin. Therefore I read the subtext as..."it's unfair to blame ________." <<< fill in whichever foreign country/culture/religion applies here. It's always the west to blame.

The company protecting the U.S. embassy in Nairobi pays its guards as little as a dollar per hour. In fact, those guards were so poorly compensated by their employer, KK Security, that last summer they went on strike.

Who and how America defends its diplomatic posts has become an enormous issue in the year since the assault on the U.S. mission in Benghazi, Libya. The local guard force hired by the American government to protect the place fled during the fighting. And those guards were paid $4 per hour -- about four times what their counterparts in Kenya are getting.

And while Nairobi is booming economically, it can still be an extremely dangerous place. Western governments have warned of the high risk of terrorist attacks in Kenya for more than a year prior to last weekend's terrorist assault on a Nairobi shopping mall. It was an incident in Kenya by which most Americans first learned of al Qaeda after the organization bombed the U.S. embassy in Nairobi in 1998.

KK Security boasts that it pays Nairobi embassy guards between 25,000 and 150,000 Kenyan shillings per month - the equivalent of $787 to $1,715. That's roughly $9 to $57 U.S. dollars a day for that potentially deadly job.

At the low end, it's roughly the same as what the average Kenyan makes. However, it wasn't enough to keep KK employees from walking off the job last June in a strike that "disrupted security" at the embassy, according to the African news site The People.

The People reports that KK guards' wages were closer to $2 to $4 per day when they went on strike. The firm was also accused of withholding wages that had been agreed to in a labor agreement from the last decade.

"The company owes the employees more than Sh116 [sic] million for the period running from June 1, 2012 to March 1, 2013 alone. Employees currently earn a gross pay of Sh 5,490 per month per guard and the [2005 collective bargaining agreement] was agreed after a lull of 11 years, meaning they have gone 16 years without a wage increase," according to The People.

Other reports quote striking guards as saying they make 14,000 Kenyan shillings, or $160 dollars per month.

KK Security did not respond to requests to comment for this story. The U.S. State Department's Bureau of Diplomatic Security did not reply to queries about the firm by press time.

KK, formerly known as Kenya Kazi Security, has been paid tens of millions of dollars from the U.S. State Department to provide security to American diplomats in Nairobi over the last decade.

Founded in the 1990s, accodrding to its website, KK bills itself as a one-stop shop for anything security- and safety-related across Central and East Africa. It does everything from guarding U.N. agencies in Tanzania to protecting oil and gas installations on the continent. In addition to providing security guards, KK provides a slew of technologies ranging from biometric identification tools and automatic license plate scanners to software that tracks money being sent around the continent.

The blue chip clients listed on KK's website include the U.S. State Department, the British High Commission, the Canadian government, the EU, the U.N., Sheraton Hotels, Alcatel, Toyota and even Heineken. In 2012, it hired Adam Miller, formerly head of worldwide private security giant G4S's East Africa practice, to serve as its commercial director.

"They have a good reputation and if you talk to Kenyans, they're pretty happy with them in general," said Doug Brooks, a private security consultant with extensive experience in East Africa. "It's a huge company in Kenya . . . and they're pretty dominant in East Africa"

KK also attracts its share of controversy.
