Question about Latvia

So according to Wikipedia the official language is Latvian, but Russian is still "widely understood by those who were educated during the Soviet era", however I recall hearing something similar about Ukraine and then learning that fucking NO ONE speaks Ukrainian, everyone speaks Russian, SO:

Do they primarily speak Latvian or Russian in Latvia, and also, how widespread is English and how well do they speak it?

Also, for anyone who's been to Estonia, same question: do they primarily speak Estonian or Russian, and how well do people speak English?

Everyone speaks English in Estonia. Almost everyone speaks Ukrainian in Ukraine, they just use Russian more in their daily lives. Almost everyone in Latvia will speak at least some Latvian, it's just only the mother-tongue of about 60-65% of the population. Most people are bilingual. English is widely-understood in Latvia.
