I've traveled all over Europe and was never approached more than I am in the US/Canada. I spent two months in Germany and the women were NOT more aggressive there. In general, both men and women are more passive in Europe than in the US (exceptions: Spain, Greece and Italy). It goes both ways. I get approached 1-2 times a night on average in the US/Canada. Probably 0-1 times a night on average in Europe. Was never approached once in Argentina... except by a tranny, but that's another story.
The trade off is that women are friendlier in Europe when you approach them. It's part of the passive thing. In the US, if a girl doesn't want to talk to you, she'll be pretty blunt about it, if not harsh. In Europe, they'll almost always give you a fighting chance as long as you present yourself well. This is especially true for England, where the girls were so friendly it was weird. But like the other poster said, it probably helped that I might as well have been a male model walking around that country.
I've heard that Iceland is the only western culture in which women are expected to make the first move. Haven't been there though.
As for a guaranteed place to get opened if you're white, go to Asia, particularly China. My brother spent a summer there, has absolutely NO GAME whatsoever, but is six foot and blonde. He literally had women approaching him on the streets almost daily, offering to be his guides, introducing him to their friends and family, cooking him meals. The few he hooked up with he couldn't bang because they wanted to marry him (like I said, no game).
By far the easiest place in the world to pick up women if you're white is Japan from what I hear. It's like a perfect storm of pussy: extremely passive culture (women are never approached by men, ever), sexually liberal and open, they love white people and love Americans, and women are culturally very submissive... i.e., if they like you, they consider it RUDE to say no to you, and if you know a few phrases in Japanese, for whatever reason, they'll love you forever (it's a huge thing about cultural respect for them)
I know a couple uber dorky guys who went there with little to no game and laid 5-8 girls in a few months. A friend of mine, who's just your average American guy was stationed there for six months in the Marines and banged 13 Japanese chicks (high number for your average dude). Then there's a friend of mine who's absolutely sick with women... like ridiculously, ridiculously good... he said he had to force himself to leave Japan because it was too easy... He had some ridiculous number like 22 girls in one month. He'd just go to karaoke each night, open a couple girls, speak a few sentences of Japanese, share Sake with them, and if they were into him, he'd invite them back to his flat... the girls considered it rude for them to say no, so they always agreed. Done and done.
