I would consider Kitchener-Waterloo. The region has a population of about 535,000 and is an hour and a bit drive to Toronto. While still fairly big the cost of living is cheaper than a major city.
Kitchener has a great tech scene which may be advantageous to your online business. And Waterloo has two universities: Laurier which is full of suburban girls from Toronto and The University of Waterloo which gets a fair amount of girls on exchange from other countries.
It's a great place for a 21 year old in my opinion.
