Any thoughts on this? I'd say this means the US is conceding defeat in Syria. If this is true, they're probably going to try and make a move elsewhere.

Essentially all it means is that the US isn't going to try to create a new "moderate" rebel group because it obviously didn't turn out so well.
Now they will only "provide arms and equipment directly to rebel leaders and their units on the battlefield". So for example the $500 million dollars that we spent on training what ended up being "4 or 5 rebels" is now directly going to be turned into money and guns and handed out to whichever "moderate rebels" are already crawling all over the place.
