Where you fall on this question typically comes down to your general ideology.

I've spent a good chunk of time thinking about this question and there isn't a clear cut answer, but I can say this for certain. Heavily regulated privately owned monopolies operate almost the exact same as nationalized government run institutions.

What makes the private sector different are market forces most important among them is competition.

It is my belief that government run entities should be focused on areas where they are absolutely essential to the function of our society and the individual. You can't live without clean water, police... ect.

Also... it is possible as we see in Asia to create hybrid industries. For example in the Internet business the government owns and maintains the connection to the citizen, and then allows any company that wishes to connect to this line do so. What that does is make an efficient system like our electric grid that is well maintained and reliable. It also allows for free choice and competition, which drives down prices and incentivizes innovation.
