What was actually said in the declaration does exist - see wikipedia. It's quite interesting historically in the contest off WW1, with Germany wanting states to secede from the Russian empire and those states not wanting to come under the thumb of germany.

If I recall, all these countries splintering off from Russia were to have Monarchs appointed of German/Prussian heritage
