This is a hoax. The account @RudolphGiuliani is not actually Giuliani, and the statement is not from Giuliani. It took 2 minutes to find this out.
Edit- I missed the part where Rudy said if we see him on tv it's actually a CGI image, it would have taken Zero minutes to know this is a hoax.

More likely than not it is a fake, because Giuliani would have gone with a live interview or camera instead of a Tweet.
It was done by people who want to prod him into corroborating those massive truth bombs. It might be that those people are the same insiders that forced Comey to reopen Clinton investigations in November. This is a major escalation in the info wars...
