Yes and no.

The actual size is the same. When there's fat around the pubic area and belly, it makes it smaller. When you lose weight, there's less fat, making it bigger.

I lost 35 pounds of fat this summer and didn't get an 1" longer. I think its more of a perception thing, similar to what Sam Malone said above.
